Bob Higgins has been in education for over 40 years, first as a teacher and administrator in both public and private schools, and later as an education consultant and program manager for the Calhoun Intermediate School District.  During the last 11 years of his career at Calhoun ISD, he was an educator-on-loan to the Michigan Department of Education, where he served as the safe schools consultant, pandemic coordinator, crisis management team member, and a project director for several United States Department of Education grants.

Mr. Higgins received his bachelor’s degree in Secondary Education, and his master’s degree in Educational Leadership from Western Michigan University.  He also did post-graduate work at the University of Michigan studying education law.  He also holds certifications in critical incident stress debriefing and transformative conferencing (restorative justice).

Mr. Higgins is a member of the Michigan School-Justice Partnership, Education Law Association, and Phi Delta Kappa.

In March 2020, Mr. Higgins was designated by the Governor to serve as Chairperson of the Committee.

Angela Aufdemberge of Gross Pointe Shores was appointed to represent victim or witness advocacy groups with expertise in addressing the challenges of sexual abuse and exploitation and trauma, particularly the needs of youth who experience of sexual abuse, exploitation, and trauma before entering the juvenile justice system.

Nancy Becker Bennett of Okemos is the division director for grants and community services for the Michigan State Police. She also served as manager of the law enforcement section of the Office of Drug Control Policy. Bennett holds a bachelor’s degree in sociology from the University of Michigan and a master’s degree in justice and law enforcement from American University. She will represent law enforcement and juvenile justice agencies.

Cameron Clark of Beulah is the director of youth services for the 19th Circuit Court in Manistee. He previously served as an independent K-12 educational consultant, and as a quality schools facilitator for the Michigan Association of Public School Academies. Clark holds a bachelor’s degree in psychology from the University of Michigan. He was appointed to represent public agencies concerned with delinquency prevention or treatment.

Sandra Lindsey of Lathrup Village is the chief executive officer of the Saginaw County Community Mental Health Authority. Before her current role, Lindsey served as executive director of the Oakland County Community Mental Health Authority. Lindsey holds a bachelor’s degree in social work from Wayne State University and a master’s degree in social work from the University of Michigan. She was appointed to represent licensed individuals with experience in preventing and addressing mental health and substance abuse needs in delinquent youth and youth at risk of delinquency.

Qamar Stamos, of Grand Blanc, is a senior assistant prosecuting attorney at Oakland County. She previously served as judicial advisory assistant at Genesee County. She holds a Bachelor of Arts in political science from Wayne State University and a Juris Doctor from Wayne State University. Qamar Stamos is appointed as a prosecutor for a term commencing October 24, 2024, and expiring August 2, 2027. She succeeds Jamie Wisniewski, whose term has expired.
